Biennially, at the International Conference on Pattern Recognition, the IAPR awards three prestigious prizes and names its Fellows.
ICPR 2022 will take place August 21-25, 2022 in Montréal, Québec, Canada.
The IAPR encourages geographic, ethnic, and gender diversity in nominations for its prizes and awards.
Calls for Nominations have been posted at the IAPR website for:
· The King-Sun Fu Prize, given in recognition of an outstanding technical contribution to the field of Pattern Recognition. Deadlines: April 2, 2022 (nomination); April 4, 2022 (endorsements)
· The J. K. Aggarwal Prize, given to a young scientist (under 40 at the nominations deadline) who has brought substantial contribution to a field relevant to the IAPR community and whose research work has had a major impact on the field. Deadline: May 1, 2022 (all forms)
· The Maria Petrou Prize, given to a female scientist/engineer who has made substantial contributions to the field of Pattern Recognition (or a closely related field) and who may be regarded as a model to aspiring and established researchers. Deadline: May 1, 2022 (all forms)
· The IAPR Fellow Award, conferreed on persons to acknowledge their distinguished contributions to the field of Pattern Recognition and to IAPR activities. Deadline: January 31, 2020 (all forms)

The Young Biometrics Investigator Award is presented biennially to an outstanding scientist, under the age of 40 at the nomination deadline,
who has made substantial contributions to the IAPR Biometrics community and whose research has had a major impact in biometrics.

It is with great sadness that we report the passing of Herb Freeman, a pioneer in our field and one of the founders of the IAPR more than 40 years ago. The ExCo expresses our deepest condolences to Herb's family, friends, and colleagues on behalf of the entire IAPR community.
Herb had a long and productive career that touched many, many people. He worked on the development of the first electronic computers in the early days of computing, and helped initiate computing engineering as a discipline at three major U.S. universities. He published over 100 papers, authored a number of books, and helped to establish important journals. He was one of the select group of founders who organized the first "ICPR" in 1973, which marked the start of his leadership service that culminated in his role in the formal founding of IAPR in 1978. Over the years Herb served as a Vice President, Treasurer, and ultimately President of the IAPR. He was awarded the K.S. Fu Prize in 1994.
Herb's numerous important contributions in the early days of our field place him in very rare company; he will be missed. I encourage you to read the personal remembrances of Herb in the January 2021 Special Issue of the IAPR Newsletter.

“For contributions to artificial intelligence (AI), particularly in computer vision and machine learning applied to automatic analysis of human faces, machine understanding of human behaviour, and multimodal recognition of human emotions.”

The IAPR Executive Committee and the IAPR community were deeply saddened to learn of the passing of Thomas Huang, one of the most prominent members of the IAPR family, both in terms of his scientific achievements and his significant service to the organization. Professor Huang received the IAPR’s most prestigious honor in 2002, the K.S. Fu Prize, among several additional awards and medals from other scientific societies. He served as a member of the IAPR Governing Board for 10 years as well a member of a number of Standing Committees.
Our heartfelt condolences to Professor Huang’s immediate family and to his large extended (research) family and friends whose feeling of loss is matched in magnitude by the positive impact that Professor Huang had on them (see article in the April 2020 issue of the IAPR Newsletter).

Their loss is also felt deeply by his colleagues at the Parthenope University, the CVPL (the Italian IAPR Member Society of which he was Vice-President), and the members of IAPR societies worldwide with whom he had been actively collaborating.
Alfredo made valuable contributions to the ethos and goals of the IAPR by passionately promoting best practices in Pattern Recognition research, particularly in his excellent work with training the next generations of researchers.

The 2012 edition of the TC4 flagship event, the International Conference on Biometrics (ICB) in New Delhi, India, facilitated the establishment of the “IAPR Young Biometrics Investigator Award” (YBIA) with an endowment fund. The objectives and criteria of this award are similar to the prestigious IAPR JK Aggarwal award, except that it will be given to outstanding scientists in the biometrics field.
The recipient of the award will be announced at ICB or IJCB (International Joint Conference on Biometrics) where the winner will be asked to deliver a plenary talk.

Call for Proposals to Host the 2020 International Joint Conference on Biometrics (IJCB2020):

The IAPR Technical Committee on Biometrics (TC-4) and the IEEE Biometrics Council (IEEE-BC) are pleased to invite proposals for hosting the 2020 International Joint Conference on Biometrics (IJCB 2020) in the United States.
The IJCB combines two major biometrics annual research conferences - International Conference on Biometrics (ICB) and Biometrics Theory, Application and Systems (BTAS) conference – and is held in the United States. Similar events were held in 2011 (http://www.cse.nd.edu/IJCB_11/), 2014 (http://ijcb2014.org/) and 2017 (http://www.ijcb2017.org/ijcb2017/index.php), and proved to be successful as evidenced by the number of paper submissions and delegates in attendance.

The Maria Petrou Prize is to be awarded biennially at ICPRs to a living female scientist/engineer who has made substantial contributions to the field of Pattern Recognition (or a closely related field), and whose past contributions, current research activity and future potential may be regarded as a model to both aspiring and established researchers. This Prize honors the memory of Professor Maria Petrou as a scientist and engineer of the first rank, and particularly in her role as a pioneer for women researchers and highly successful role model. She is widely recognized for her extensive contributions to the field of image processing and pattern recognition. She also made significant contributions to the growth of IAPR, covering significant leadership roles. The Prize consists of a suitably inscribed plaque and a cash amount.

The IAPR welcomes two new organizations, the Vietnam Association for Pattern Recognition (VAPR) and the Pakistani Pattern Recognition Society (PPRS).

The 2014-2016 term of the IAPR Executive Committee (ExCo) as well as that of the standing committees and of the leadership of technical committees (TCs) ended with the biennial Governing Board (GB) meeting during ICPR 2016 in Cancun, Mexico.
The IAPR GB elected new ExCo officers for the 2016-2018 term who have now taken office and started work on the association's plans for the new term. One of the ExCo's very first tasks is the appointment of standing committees and TC Chairs.

The IAPR Governing Board (GB), at its biennial meeting during ICPR 2016, examined and discussed five high-quality proposals for hosting ICPR 2020. The result of the GB vote was that Milan, Italy will be the location of ICPR in four years' time (following ICPR 2018 in Beijing, China). The ICPR 2020 General Chairs are Rita Cucchiara (University of Modena and Reggio Emilia, Italy) and Alberto Del Bimbo (University of Firenze, Italy).

From the early days, when security was the driving force behind biometric research, today’s challenges go far beyond security. Other applications, such as personalization of services, mobile computing and criminal investigations, are among the most promising applications. Machine learning, Image understanding, Signal analysis, Neuroscience, Forensic science, Digital forensics and other disciplines, converged in a truly multidisciplinary effort to devise and build advanced systems to facilitate the interpretation of signals recorded from individuals acting in a given environment. This is what we simply call today “Biometrics”.
For the last fourteen years, the International Summer School on Biometrics has been closely following the developments in science and technology to offer a cutting edge, intensive training course, always up to date with the current state-of-the-art.

The International Association for Pattern Recognition supports our academic community in Turkey
After the attempted coup in Turkey earlier in July, the Turkish government has taken measures that have restricted researchers’ and teachers' freedom of expression and thereby academic freedom in the country. A significant number of academics has been dismissed or suspended from their duties.
Freedom of expression and academic freedom are fundamental rights. Respecting these rights is important not only for the quality of academic research and higher education, but also for the well-functioning of the society at large. Therefore, the measures and restrictions directed at academics and researchers in Turkey are worrisome. Both the European University Association (EUA) and the organization Scholars at Risk have already espressed their support for the academic community in Turkey.
On behalf of the IAPR Executive Committee, I share this statement with the IAPR community. We express concern and urge a prompt resolution. We also affirm our strong support for our Turkish colleagues, researchers and academics. At the same time, we welcome the decision by the Turkish authorities to allow academics to travel and to attend conferences, such as the upcoming International Conference on Pattern Recognition (ICPR) in Cancun on December 4—8, 2016.

Computer vision is the science and technology of making machines that see. It is concerned with the theory, design and implementation of algorithms that can automatically process visual data to recognize objects, track and recover their shape and spatial layout.
The tenth edition of the International Computer Vision Summer School aims to provide both an objective and clear overview and an in-depth analysis of the state-of-the-art research in Computer Vision. The last decade has seen a revolution in the theory and application of computer vision and machine learning. In this special edition we look at the future: what will happen next?
The courses will be delivered by world renowned experts in the field, from both academia and industry, and will cover both theoretical and practical aspects of real Computer Vision problems as well as examples of their successful commercialisation.
The school aims to provide a stimulating opportunity for young researchers and Ph.D. students. The participants will benefit from direct interaction and discussions with world leaders in Computer Vision. Participants will also have the possibility to present the results of their research, and to interact with their scientific peers, in a friendly and constructive environment.

Deadline for Submission of Nomination and Endorsement Forms is January 31, 2014.
We welcome nominations for the award of FIAPR. Anyone is eligible to be nominated, except for the current members of the Executive Committee and of the Fellow Committee.
To initiate a nomination, a nominator must submit an IAPR Fellow Nomination Form. Any member of an IAPR Member Society can serve as nominator, except for the nominee him/herself and the current members of the Fellow Committee.
Each nomination must be endorsed by at least one recommendation letter (submitted Endorsement Form), either from a member of an IAPR Member Society (different from the nominator) or from an IAPR Fellow.
Electronic Nomination and Endorsement forms should be submitted no later than January 31, 2014.

The ICPR 2014 Organizing Committee invites proposals for contests, tutorials and workshops in conjunction with the 22nd International Conference on Pattern Recognition (www.icpr2014.org). These events will be held on August 24, 2014, immediately before the main conference.
ContestsThe aim of contests and challenges is to advance algorithm and method development by objective evaluation on common data sets. The contest organizer is responsible for providing good quality data and defining objective evaluation criteria that are applied to the results of submitted algorithms.
TutorialsWe seek tutorials on core techniques, application areas and emerging research topics that are of interest within the ICPR community. A good tutorial should provide a broad introduction to the chosen research area as well as in-depth coverage on selected advanced topics. Proposals that focus exclusively on the presenters' own work or commercial presentations are not eligible.
WorkshopsWorkshops provide an informal setting for discussing specific topics in depth. Good workshops encourage discussion and interaction between the participants. This can be achieved in a number of ways, e.g., through presentations of submitted work, panel discussions and hands-on sessions.
Guideline for submitting proposalsTo propose a contest, tutorial or workshop, a PDF file containing the information outlined below must be sent to the ICPR 2014 Contest, Tutorial and Workshop Co-chairs by September 15th 2013.
The proposal should contain the following:
Each proposal will be assessed based on its scientific merit, proposed structure, overall relevance, and how it complements the main conference sgx nifty live. Notification of acceptance will be given no later than October 1st 2013.
ICPR 2014 will be responsible for:A registration fee will be set by ICPR 2014 to cover costs for meeting rooms, technical equipment and staff, catering services and other administrative costs. The cost will be the same for all contests, tutorials and workshops. ICPR 2014 reserves the right to cancel any event if the above responsibilities are not fulfilled, if deadlines are missed, or if too few attendees register for the event to support its costs. Special Edition of Pattern Recognition Letters: Celebrating the life and work of Maria Petrou
Maria Petrou was an outstanding scientist with a well developed sense of humour, and seemingly tireless energy. She had the ability to enliven whatever she became involved in. Although she worked for most of her professional life in the UK, she was born and died in Thessaloniki, and was proud of her Greek roots and the language, culture and intellectual traditions of her country of birth. She trained as an astronomer, but moved into the fields of pattern recognition and image analysis. She took a leading role in the IAPR, and made many innovative research contributions, some of which are set to have a lasting impact. She was a woman and devoted mother, who worked in fields where women are in a minority and has provided a role model for younger women scientists and engineers to follow. Those who came into contact with her were invariably impressed both by her incisive thinking and warm personality. She enriched the scientific lives of over 50 PhD students and numerous collaborators from all over the world. Sadly, she passed away on October 15 2012 after a brave battle with cancer, and will be greatly missed.
The aim of this special edition of Pattern Recognition Letters is to celebrate Maria’s life and work. The aim is to collect together both scientific articles and personal reflections which illuminate her contributions to our field. We encourage contributions from both those who worked with Maria, and those whose work was influenced by her.
Maria’s interests were broad, spanning image processing and analysis, remote sensing, medical image analysis, computer vision and, of course, pattern recognition. She was noted for her key contributions the trace transform, mixed pixel classification (remote sensing community), Hough, contextual classification (multi resolution MRF), and edge/line detection.
We invite three different types of contribution:
a) Short recollections of Maria and reflections on her life and work, that capture her personality and interests. We are particularly keen to receive photographs to illustrate these accounts. We would hope to edit both the photographs and accounts together into a montage capturing the different facets of her life and work.
b) Reviews that place her work in the context of the literature in the field, focus on her scientific contributions and assess their lasting influence.
c) Original scientific papers in the broad areas of Maria’s research interests, pointing out their relevance to her work. These could be posthumous papers with Maria as co-author, submitted by one of her collaborators or students.
Although we want the special edition to reflect Maria’s life and personal qualities, we expect that the bulk of papers in the Special Edition will be original scientific articles focused around her research interests.

It is with great sadness that the Executive Committee has been informed that Professor Maria Petrou passed away on October 15, 2012. Her funeral will be at 17:00 (local time) on October 16, 2012 in Kalamaria Thessaloniki.
After a distinguished career at University of Surrey, she joined the Department of Electrical and Electronic Engineering at Imperial College in London UK in 2005. In 2009, she became the Director of the Informatics and Telematics Institute of CERTH in Thessaloniki Greece while retaining as part time her chair at Imperial College. In addition of being a distinguished researcher, Professor Petrou was also known as a very active member of the IAPR Community. She held many positions in the IAPR including Editor of the Newsletter, Treasurer of the Executive Committee and member of standing and technical committees.
Professor Petrou will be remembered as someone who was hardworking, dedicated to research and student training and, for those who worked with her closely, was also a person with a very special sense of humor. Professor Petrou will be sadly missed.
An obituary for Professor Petrou appeared in the United Kingdom in The Telegraph.

The aim of this conference is to bring together international experts to share their experiences and to promote research and development in Pattern Recognition.
The conference is hosted by an institution under the auspices of an endorsing IAPR member organisation (national association).
Any such organisation interested in making a proposal to host an ICPR must proceed according to the rules outlined in the latest version of the guidelines document (http://www.iapr.org/conferences/proposals.php).
It is expected that Proposers familiarise themselves with the guidelines for organising ICPR first, to fully plan their bid. The submission of a bid implies full agreement with the guidelines and procedures for organising the conference as well as with the IAPR constitution.
Note: the current version of the guidelines is identical to the previous one (dated 8 December 2009) with the exception of point 3 of section 5.2 where the skeleton organizational structure is better clarified.
Bids to host ICPR 2016 must be submitted to the IAPR Conferences and Meetings Committee by July 28th 2012.
The selection of the conference venue will be made by the IAPR Governing Board (GB) during its meeting at ICPR 2012 in Tsukuba.
Organizations interested to organize ICPR 2016 should submit the bid to Simone Marinai (simone.marinai@unifi.it) C&M chair by July 28 2012.

Announcement of IAPR/ICDAR 2011 Awards Recipients
The IAPR Technical Committees on Graphics Recognition (TC10) and Reading Systems (TC11) are pleased to announce the recipients of the IAPR/ICDAR 2011 Awards.
The IAPR/ICDAR Outstanding Achievements Award is presented to Prof. Sargur Srihari for his outstanding and continued contributions to research and education in handwriting recognition and document analysis, and services to the community.
Prof. Srihari will deliver the Opening Keynote Speech at ICDAR2011 in Beijing on “Probabilistic Graphical Models in Machine Learningâ€.
The IAPR/ICDAR Young Investigator Award is presented to Masakazu Iwamura for his outstanding contributions to camera-based document analysis and document image retrieval.
Congratulations to the awardees!
The awards ceremony will be held during ICDAR2011 in Beijing, China.

It is our pleasure to announce that the recipient of the K.S. Fu Prize 2010 is Professor Horst Bunke from the University of Bern.
The citation for the prize is:
"For pioneering work on syntactic and structural pattern recognition."
Professor Bunke will receive his prize at the next ICPR 2010 that will take place in Istanbul on August 23-26, 2010. The K.S. Fu ceremony and lecture will be presented during the ICPR 2010 opening ceremony.

"For algorithms and representations to exploit context in computer vision."

As a service to the community at large, the ExCo sends out a mail, approximately once a month, with short announcements of scientific events in the interest field of the IAPR. This mail is sent to all Technical Committee chairs and all Governing Board members, with the request to forward it to the all members of their respective societies or committees. To avoid this being perceived as additional spam, rather than as a service, the ExCo policy is
* to keep each announcement short -- for instance, for a conference or workshop, the announcement basically contains the title, date and place of the event, the submission deadline, and a pointer to a web site with more information
* to only send one single announcement for each event -- i.e. no reminder, second call for papers, or whatever.
The ExCo reserves the right to make exceptions to this general rule in specific cases (e.g. for major IAPR events such as the ICPR).
